Huge losses and serious threats to ecosystems are common consequences of forest fires. This work describes a forest fire controller based on fuzzy logic and decision-making methods aiming at enhancing forest fire prevention, detection, and fighting systems. In the proposal, the environmental monitoring of several dynamic risk factors is performed with wireless sensor networks and analysed with the proposed fuzzy-based controller. With respect to this, meteorological variables, polluting gases and the oxygen level are measured in real time to estimate the (...) existence of forest fire risks in the short-term and to detect the recent occurrence of fire outbreaks over different forest areas. Besides, the Analytic Hierarchy Process method is used to determine the level of fire spread, and, when necessary, environmental alerts are sent by a Web service and received by a mobile application. For this purpose, integrity, confidentiality, and authenticity of environmental information and alerts are protected with implementations of Lamport’s authentication scheme, Diffie-Lamport signature, and AES-CBC block cipher. The use of wireless sensor networks and the Internet of things to detect forest fire outbreaks may help to reduce the response time and avoid natural disasters. This work proposes the deployment of WSN to enhance the real-time monitoring of dynamic variables such as polluting gases, temperature or the presence of fire flames by infrared. In addition, the activation of forest fire alerts if environmental status may involve evidence of a recent fire outbreak. A fuzzy-based controller is implemented to manage (...) the uncertainty related to estimating forest fire occurrence and dynamic update of fuzzy sets is developed to distinguish usual and unusual environmental conditions of every monitored forest area. En los últimos tiempos el derecho ambiental ha ganado un puesto importante en el ámbito jurídico, hecho que refleja la preocupación que hoy se tiene por la relación del hombre con su entorno. Desde hace quince años, la Universidad Colegio Mayor de Nuestra señora del Rosario, por intermedio de su Facultad de Jurisprudencia y concretamente de la Especialización y la línea de investigación en Derecho Ambiental, ha propuesto a través de diversos proyectos avanzar en el conocimiento y análisis del ordenamiento (...) jurídico ambiental, aportando así al desarrollo, estructura y consolidación de esta rama jurídica. Bajo estos parámetros, el objetivo de esta publicación es hacer algunas reflexiones en torno a distintos temas que dentro del derecho público impactan o influyen al derecho ambiental y responder a los enormes desafíos que se presentan en la materia. Por tanto, el programa quiere contribuir desde la academia al diálogo crítico y propositivo que permita dar solución a los problemas encontrados en la aplicación del derecho ambiental. En el primer capítulo, Gloria Amparo Rodriguez describe los ordenamientos jurídicos constitucionales de Colombia, Ecuador y Bolivia a fin de analizar la forma en que cada uno de ellos consagra el derecho a un ambiente sano. A continuación, Martha Ovalle y Zelba Nidia Castro de Perez realizan un estudio de los principios de precaución y prevención, exponiendo su alcance, su fundamento desde el derecho internacional y cómo vienen siendo entendidos por nuestro ordenamiento jurídico, tanto jurisprudencial como legal. Luis Adolfo Diazgranados se ocupa de la responsabilidad de los funcionarios públicos en materia ambiental, para lo cual realiza un análisis de los deberes consagrados en la normatividad vigente. Continuando con esta temática, el profesor Jorge Agudo Gonzalez, de la Universidad Autónoma de Madrid, explora la incidencia del ambiente y los recursos naturales en los procesos contractuales, a fin de mostrar cómo estas materias se han constituido en variable fundamental en el devenir de la formación, celebración y ejecución de los contratos, desde un punto de vista crítico, los aspectos importantes del proceso sancionatorio ambiental, evidenciando las falencias y vacios del a Ley 1333 de 2009. Jairo Cabrera plantea algunas reflexiones sobre la responsabilidad, valiéndose de la doctrina internacional, sobre la problemática de la reparación por daño ambiental. Por su parte, Leonardo Güiza Suárez explica el régimen general de la responsabilidad ambiental en el ordenamiento jurídico a partir del daño de los bosques naturales y su incidencia sobre los derechos humanos. Andres Gomez Rey, desde la teoría del acto administrativo, desarrolla el análisis crítico del régimen jurídico de las aguas superficiales en el derecho ambiental. Giovani J. Herrera Carrascal realiza una disertación sobre los recursos naturales y el ambiente como elementos del espacio público que a su vez constituye en un componente del medio ambiente urbano a partir de la jurisprudencia y de las competencias respectivas. Por último, Marybell Ochoa Miranda trate el tema de los residuos hospitalarios en Colombia, exponiendo su régimen jurídico, las competencias de las autoridades ambientales, los deberes que en estos asuntos tienen los ciudadanos, proponiendo lineamientos para avanzar en la consolidación de la gestión integral de residuos hospitalarios y similares. Identifying, classifying, and analyzing arguments in legal discourse has been a prominent area of research since the inception of the argument mining field. However, there has been a major discrepancy between the way natural language processing (NLP) researchers model and annotate arguments in court decisions and the way legal experts understand and analyze legal argumentation. While computational approaches typically simplify arguments into generic premises and claims, arguments in legal research usually exhibit a rich typology that is important for gaining insights (...) into the particular case and applications of law in general. We address this problem and make several substantial contributions to move the field forward. First, we design a new annotation scheme for legal arguments in proceedings of the European Court of Human Rights (ECHR) that is deeply rooted in the theory and practice of legal argumentation research. Second, we compile and annotate a large corpus of 373 court decisions (2.3M tokens and 15k annotated argument spans). Finally, we train an argument mining model that outperforms state-of-the-art models in the legal NLP domain and provide a thorough expert-based evaluation. An overview on archaeological evidence, provided by Colagè and d’Errico, reveals that the timing, location, and pace of cultural innovations are more consistent with scenarios that take culture, rather than genetic evolutionary processes, as the key driving force for human cognition. The authors elaborate on those mechanisms by which cultural evolution operates, with a specific focus on cultural exaptation and cultural neural reuse.

Deontic logic is devoted to the study of logical properties of normative predicates such as permission, obligation and prohibition. Since it is usual to apply these predicates to actions, many deontic logicians have proposed formalisms where actions and action combinators are present. Some standard action combinators are action conjunction, choice between actions and not doing a given action. These combinators resemble boolean operators, and therefore the theory of boolean algebra offers a well-known athematical framework to study the properties of the (...) classic deontic operators when applied to actions. In his seminal work, Segerberg uses constructions coming from boolean algebras to formalize the usual deontic notions. Segerberg’s work provided the initial step to understand logical properties of deontic operators when they are applied to actions. In the last years, other authors have proposed related logics. In this chapter we introduce Segerberg’s work, study related formalisms and investigate further challenges in this area. (shrink)

If we are to believe the proponents of the Theory of Practice and of Rational Choice, the gap between these two paradigmatic approaches cannot be bridged. They rely on ontological premises, theories of motivations and causal models that stand too far apart. In this article, I argue that this theoretical antinomy loses much of its edge when we take as objects of sociological investigation processes of historical change, that is, when we try to specify in theoretical terms how and in (...) which conditions historical actors enact and endorse shifts in patterns of relations as well as shifts in the symbolic and cognitive categories that make these relations significant. I substantiate this argument in light of the distinction between two temporalities of historical change: first, the long waves of gradual change and, second, the short waves of moments of breaks and ruptures. Along the way, I develop an argument about the conditions of emergence of self-limiting norms and the centrality of epistemic beliefs in situations of high disruption. (shrink)

Is property-awareness constituted by representation or not? If it were, merely being aware of the qualities of physical objects would involve being in a representational state. This would have considerable implications for a prominent view of the nature of successful perceptual experiences. According to naïve realism, any such experience—or more specifically its character—is fundamentally a relation of awareness to concrete items in the environment. Naïve realists take their view to be a genuine alternative to representationalism, the view on which the (...) character of such experiences is constituted by representation. But naïve realists must admit qualities or property instances as items of awareness if they are to remain wedded to common sense, and the nature of property-awareness may smuggle constitutive representation into the naïve realist account of character. I argue that whether property-awareness involves representation, and consequently whether naïve realism is distinct from representationalism or not, depends on what qualities are fundamentally. On universalist and nominalist accounts, property-awareness turns out to involve representation. Not so under tropism. (shrink)

The author argues that a continuing effort to avoid self-deception is the pre-requisite to any ethical analysis; that this effort cannot be altogether successful; that it is Iikely to even be dysfunctional in a variety of organizational contexts, perhaps particularly in the context of corporate middle management, but that it ought not therefore be ignored. It is contended that business ethicists should be committed to making the difficulties associated with self-scrutiny explicit. This article analyzes the adoption of voluntary environmental management programs by firms operating in Mexico. Mexican firms can obtain national certification (Clean Industry) and/or international certification (ISO 14001). Based on institutional entrepreneurship theory, we posit that the role played by first movers as institutional entrepreneurs is crucial if these programs are to become established with sufficient strength and appeal. This understanding is especially important in an environment where more than one program can be adopted. We tested several hypotheses on the (...) behaviors of 1328 facilities operating in Mexico, half of which (664) had certified environmental management programs. Of the 664 certified facilities, 217 were classified as early adopters. Three variables predicted the likelihood of a facility being an early adopter: (1) connected to international market, (2) in the maquila sector, and (3) linked to an industry association that offers free resources. Voluntary sustainability standards that establish global rules for firms’ environmental and/or social conduct and allow for verification of firm compliance via third-party certification hold the promise to govern firms’ sustainability conduct in a globalizing world economy. However, the recent proliferation of competing and overlapping global sustainability standards that have been developed by various stakeholders with different agendas, creates uncertainties for firms that likely reduce their propensity to adopt any standard. Without widespread adoption these standards cannot effectively govern firm conduct and (...) in contrast create barriers for firms’ access to export markets. We suggest that the uncertainties associated with competing standards and the effect of these uncertainties on standard certification decisions are especially large for firms in emerging economies because these firms lack access to information about current and future standards and the resources to obtain certifications to multiple standards. We theoretically propose and empirically identify three distinct sources of sustainability standard uncertainty: diversity of customer requirements, dynamism of customer requirements, and the unpredictability of the future evolution of standard and propose that each of these sources reduces firms’ propensity to obtain certification to any standard. Our empirical results based on certifications to food safety standards by a sample of 97 Mexican food exporting firms confirm that three distinct sources of sustainability standard uncertainty exist and that all of them negatively impact certification. We discuss ethical implications and offer recommendations for both suppliers as well as standard setting organizations. (shrink)

In the wake of Stalin's death, many Soviet scientists saw the opportunity to promote their methods as tools for the engineering of economic prosperity in the socialist state. The mathematician Leonid Kantorovich (1912–1986) was a key activist in academic politics that led to the increasing acceptance of what emerged as a new scientific persona in the Soviet Union. Rather than thinking of his work in terms of success or failure, we propose to see his career as exemplifying a distinct form (...) of scholarship, as a partisan technocrat, characteristic of the Soviet system of knowledge production. Confronting the class of orthodox economists, many factors were at work, including Kantorovich's cautious character and his allies in the Academy of Sciences. Drawing on archival and oral sources, we demonstrate how Kantorovich, throughout his career, negotiated the relations between mathematics and economics, reinterpreted political and ideological frames, and reshaped the balance of power in the Soviet academic landscape. Tal leitura conjunta levanta desde logo vários problemas: a autenticidade, a articulação entre os seus próprios livros, e sobretudo, a questão fundamental: se é possível fazer uma tal leitura. O propósito do nosso ensaio (...) é executar tal tarefa, levando-nos a efetuar uma desmontagem necessária e decisiva do conceito. In virtue of what does a linguistic act count as an insult? I discuss five main approaches to this question, according to which an insult is determined by (i) the semantic properties of the expression used; (ii) the insulter, her intention, or attitudes; (iii) the addressee and her personal standard; (iv) the features of the speech act performed; and (v) the standard of the relevant social group. I endorse the last, objectivist account, according to which an act x counts as (...) an insult if and only if x is assessed as demeaning when addressed at A by the standard of the relevant social group at t. Orthomodular posets form an algebraic formalization of the logic of quantum mechanics. A central question is how to introduce implication in such a logic. We give a positive answer whenever the orthomodular poset in question is of finite height. The crucial advantage of our solution is that the corresponding algebra, called implication orthomodular poset, i.e. a poset equipped with a binary operator of implication, corresponds to the original orthomodular poset and that its implication operator is everywhere defined. We present here (...) a complete list of axioms for implication orthomodular posets. This enables us to derive an axiomatization in Gentzen style for the algebraizable logic of orthomodular posets of finite height. (shrink)

An agent A blames B hypocritically for violating a moral norm N if and only if: A is likewise blameworthy for violating N, and A is not disposed to blame herself for violating N. Normally, an assertion involving blame is retracted following the objection that and hold. I discuss two prima facie explanations for such a withdrawal: that the objection hampers the speaker’s assertoric authority, rendering and the necessary condition to assert, and that the joint condition is, instead, merely a (...) regulative rule. Having shown that the former option is too revisory as it requires reformulation of all normative accounts of assertion on the table, and the latter false, I proceed to argue that and do not target assertions to begin with. An assertion involving blame is, instead, a clear case of a double speech act: after arguing for this claim, I proceed to show that qua assertion, the act is correct given one’s preferred normative account, whereas it is incorrect qua blaming, as in order to perform such an act, the speaker needs to satisfy the conditions and. We construct the Extended Relativity Theory in Born-Clifford-Phase spaces with an upper R and lower length λ scales (infrared/ultraviolet cutoff). The invariance symmetry leads naturally to the real Clifford algebra Cl (2, 6, R) and complexified Clifford Cl C (4) algebra related to Twistors. A unified theory of all Noncommutative branes in Clifford-spaces is developed based on the Moyal-Yang star product deformation quantization whose deformation parameter involves the lower/upper scale $$(\hbar \lambda / R)$$. Previous work led us to show from (...) first principles why the observed value of the vacuum energy density (cosmological constant) is given by a geometric mean relationship $$\rho \sim L_{\rm Planck}^{-2}R^{-2} = L_{P}^{-4} (L_{\rm Planck} / R)^{2} \sim 10^{-122}M_{\rm Planck}^4$$, and can be obtained when the infrared scale R is set to be of the order of the present value of the Hubble radius. We proceed with an extensive review of Smith’s 8D model based on the Clifford algebra Cl (1, 7) that reproduces at low energies the physics of the Standard Model and Gravity, including the derivation of all the coupling constants, particle masses, mixing angles,....with high precision. Geometric actions are presented like the Clifford-Space extension of Maxwell’s Electrodynamics, and Brandt’s action related to the 8D spacetime tangent-bundle involving coordinates and velocities (Finsler geometries). Finally we outline the reasons why a Clifford-Space Geometric Unification of all forces is a very reasonable avenue to consider and propose an Einstein-Hilbert type action in Clifford-Phase spaces (associated with the 8D Phase space) as a Unified Field theory action candidate that should reproduce the physics of the Standard Model plus Gravity in the low energy limit. ABSTRACTPeople hiss and swear when they make errors, frown and swear again when they encounter conflicting information. Such error- and conflict-related signs of negative affect are found even when there is no time pressure or external reward and the task itself is very simple. Previous studies, however, provide inconsistent evidence regarding the affective consequences of resolved conflicts, that is, conflicts that resulted in correct responses. We tested whether response accuracy in the Eriksen flanker task will moderate the effect of trial (...) incongruence using affective priming to measure positive and negative affect. We found that responses to incongruent trials elicit positive affect irrespective of their accuracy. Errors, in turn, result in negative affect irrespective of trial congruence. The effects of conflicts and errors do not interact and affect different dimensions of affective priming. Conflicts change the speed of evaluative categorisation while errors are reflected in categorisation accuracy... (shrink)

This paper considers in detail the ontological and normative presuppositions of the state-contingent approach to pricing commodities first introduced by Arrow in his model of general equilibrium under uncertainty, which became a milestone in the theory of finance. By contextualizing Arrow’s fundamental contribution and subsequent developments in finance, it demonstrates how this new conceptual framework implied certain technologies—both intellectual and financial. In showing how theoretical thinking about finance was underlying institutional developments in finance, this paper complements the familiar narrative of (...) the performativity of economics. In this paper I analyze Cecile Laborde's conception of justificatory secularism. Laborde points out that in her formulation and defense of the conception of justificatory secularism, she follows Rawls' conception of political liberalism to a certain extent. For that reason, I first provide a sketch of Rawls' conception of political liberalism. Then I focus on justificatory secularism, trying to show to what extent it displays similarities with the conception of political liberalism, but also how it differs. I am interested in (...) whether justificatory secularism represents a better alternative to the conception of political liberalism or whether these two conceptions should be considered complementary. To advance the task of designing robots capable of performing collective tasks with humans, studies in human–robot interaction often turn to psychology, philosophy of mind and neuroscience for inspiration. In the same vein, this chapter explores how the notion of recognition and commitment can help confront some of the current problems in addressing robot-human interaction in joint tasks. First, we argue that joint actions require mutual recognition, which cannot be established without the attribution and maintenance of commitments. Second, we argue (...) that commitments require affective states such as social motivations or shared emotions. Finally, we conclude by assessing three possible proposals for how social robotics could implement an architecture of commitments by taking such an affective components into consideration. (shrink)

During the 1980s Illich added another dimension to his thought through the study of Medieval history. In the current volume he aims to demonstrate the extent to which the groundwork for the institutions that characterize our world today was laid in the twelfth century.

In his 1982 book Wittgenstein On Rules and Private Language, Saul Kripke maintains that Wittgenstein´s rule following considerations land us with a skeptical argument about meaning. This essay contains a short exposition of Kripke´s argument. In addition, I hold, both on textual grounds and by an appeal to some select secondary literature, that Wittgenstein offered no such skeptical argument in the Philosophical Investigations . Although Wittgenstein certainly repudiates a view of meaning based on temporally located mental states, it does not (...) follow that there can be no meaning-grounding facts of other sorts. Although it is true that mental states, viewed atomistically, offer no sure foundation for meaning, I argue that it need not follow, pace Kripke, that no facts about an individual´s past mental life can ever make it clear that he meant ‘plus’ rather than ‘quus’ while performing any addition. For the individual´s past mental life is indeed relevant to meaning when considered in its unfolding in time. The essay further contains explorations on the very nature of the practice of following a rule and ends with a discussion of the solitary rule follower. (shrink)

Along 19th and 20th centuries, art became a sort of new religion, sometimes coexisting peacefully with the institutional one, sometimes trying to provide what the institutional religion was not able to provide any more. Nowadays, art has adopted many of the solutions, topics and theories that theology has handled since it was born. Arthur C. Danto treats art as a reality whose history is over (and so, a escathological reality) and also as a metaxological (metaxy=between) reality dwelling between two realms. (...) Increasingly privatized auditory spaces resulting from the mutual engendering of auditory cultural practices and sound technologies that separated the sense of hearing and segmented acoustic spaces have had a muting effect on our experience of Others that has intensified since the advent of mobile listening devices. In Section 1 of the article, I outline features of the social realm of the nineteenth to twentieth centuries that made modern sound technologies possible and then features of the technological realm that have shaped (...) today’s social realm – all with an eye toward our experience of other people. Then, in Section 2, I reach for a few phenomenological tools from the work of Jean-Paul Sartre, Emmanuel Levinas, and Don Ihde to draw out the phenomenological vectors that have taken shape within the enmeshed sociotechnological context described in Section 1. Specifically, I show how technologically mediated auditory experience has been individualized and how the use of sound technologies on the go – whether wearing earphones or in a car – has had a muting effect on our experience of others.
